An Open-Source Monitoring & Advocacy Project
Every Russian House is run by Rossotrudnichestvo, a Russian state agency placed under EU sanctions in July 2022 for using cultural programming and “soft power” to spread pro-Kremlin disinformation abroad. Despite that, dozens of its offices continue operating inside the EU and NATO states that sanctioned them. This site tracks every known office worldwide — its legal status, its social media reach, and the web infrastructure keeping it online — so journalists, platforms, and regulators have what they need to close the house, cut its social reach, and revoke the certificates that keep it looking legitimate.
The Campaign
Documenting a location is the first step. Closing it for good means attacking the three things that keep it running: its legal standing to operate, its reach on social platforms, and the web infrastructure that makes it look like a legitimate institution.
Nine offices have already closed since 2022 — Finland, Denmark, Moldova, Montenegro, North Macedonia, Slovenia, the UK, Portugal, and Germany — usually after a government order or a lost legal fight. This register documents every remaining office's address, legal status, and sourcing, so the case for closing the rest is a matter of public record, not guesswork.
View the register →We've catalogued 243 Facebook, Instagram, YouTube, X, VK, and Telegram accounts across these houses — the actual distribution network for their content. Reporting the network as a whole, rather than one page at a time, is what makes a platform-level takedown possible.
Open the tracker →12 of these sites still get their TLS certificate from a Western or EU-based Certificate Authority — HARICA (Greece) or Let's Encrypt (US) — both nominally bound by sanctions compliance. That's a reportable target: naming the CA still vouching for a sanctioned state agency's website.
See which CAs →The Legal Framework in Europe
On October 6, 2026, 71 Members of the European Parliament — led by Lithuanian MEP Rasa Juknevičienė — sent a formal letter to European Council President António Costa, Commission President Ursula von der Leyen, and High Representative Kaja Kallas. It calls for a coordinated EU-wide approach to Russian Houses, citing Rossotrudnichestvo's EU sanctions designation since July 2022 and an Estonian Foreign Intelligence Service finding that these centres are “regularly used by the FSB and SVR as cover for their officers.” The letter asks the Commission and EEAS to map the legal and financial arrangements behind every Russian House in the Union — and to assess whether their continued operation is compatible with EU restrictive measures at all.

“
Russia is waging a global battle for the minds of people through a comprehensive network of tools and channels, including Rossotrudnichestvo and so-called Russkiy Dom (“Russian House”) cultural centers. They in fact serve as tools for disinformation, destabilisation, and espionage. … Despite a wave of closures, some of these disinformation centers continue to operate in at least seven European countries.
“
Every “Russian House” is not a cultural center, but rather an element of Russia’s state infrastructure of influence. In fact, it is an FSB branch operating under the guise of culture, language, and “friendship among peoples.” … They must be shut down. All of them. Without exception.
“
“The work of our foreign centers — Russian Houses abroad — will be effective and on the offensive — in a good sense, of course.” — Igor Chaika, head of Russia’s agency for international humanitarian and cultural cooperation.
“
Moldova has closed the “Russian House” propaganda center in Chișinău. … It is the official representative office of Rossotrudnichestvo — a Russian state agency that the Kremlin has used for decades as a “soft power” tool … activities of such centers have repeatedly drawn the attention of intelligence agencies due to suspicions that they serve as a cover for espionage.
“
Russian propaganda is calling me a traitor again because I’m calling for the closure of so-called “Russian Houses” in Europe — and for their buildings to be repurposed as military recruitment offices for Russians who want to fight for Ukraine, for example.
“
“Espionage hubs”: MEPs call for the closure of all “Russian Houses” in the EU. Seventy-one Members of the European Parliament have called for a unified stance … and for their operations to be halted. “These are Russian espionage hubs in Europe that act against the EU and coordinate operations involving information manipulation and external interference,” said MEP Rasa Juknevičienė, the letter's initiator, as quoted by LRT.
